External Board Evaluation For State Bodies

As you know, the revised Code of Practice for the Governance of State Bodies came into effect on 1st September 2016. The Boards of all public sector organisations, under the jurisdiction of the Code will need to ensure that their respective organisation adopts and becomes fully compliant with the revised Code. The new Code reflects a considerable enhancement to the previous framework, and from the work we are already doing with a number of organisations, we are conscious of the additional demands it will place on the Board and Management of each State body affected.

Under Section 4.5 of the 2016 Code of Governance, there is a requirement for the Board of all state Bodies to ‘undertake an annual self assessment evaluation of its own performance and that of its committees. An external evaluation proportionate to the size and requirements of the State body should be carried out at least every 3 years.’

At Governance Ireland, our team specialises in Corporate Governance and related topics. All of our consultants are experienced advisors and are accredited assessors in measuring compliance with best practice governance. Based on our experience working with clients across the public sector, we have an in-depth understanding of the Code of Practice for the Governance of State Bodies and its implications for State bodies and their Boards.

At Governance Ireland we offer an independent and expert facilitation service for the Board Self-Assessment of a state body.

THE SELF ASSESSMENT INCLUDES:

An on-line survey of the Board and its Committees, providing for confidential input from the Board and Committee members.

The governance themes are:

  • Overall Position
  • Role of the Board
  • Oversight Agreement
  • Division of Responsibilities
  • Board Effectiveness
  • Codes of Conduct and Conflicts of Interest
  • Business & Financial Reporting
  • Risk Management Oversight
  • Performance Oversight
  • The Board’s Relationship with Management

In Governance Ireland, we know the Public Sector and we have wide experience of advising State Bodies and in assessing their current stage of development towards best practice. We believe we can provide very practical support to State bodies in quickly assessing what needs to be done to achieve full compliance with the revised code and advising on the next steps in doing so.
